Belize Infrastructure Limited (BIL), acting on behalf of the Government of Belize, is a leading procurement, architectural and engineering consultancy and Project Management Company.
Belize Infrastructure Limited (BIL) opened its doors on October 1st, 2013 in City of Belmopan and in August 2016, relocated to Belize City, Belize. BIL is a state-owned company formed to act as a public-sector agency for the GOB to undertake the design, construction, and management of capital projects in Belize. The first of its portfolio was the enhancement of community event and sporting facilities throughout the country of Belize with particular emphasis on heightening the quality of sports performance through quality multipurpose recreational and competitive amenities. A key driving force behind this action was to ensure that each municipality had at least one fully functional facility that would serve the needs of the community for both professional sporting and recreational activities.
In 2014 BIL started a countrywide assessment acknowledging that there were different needs for each District within the country at varying levels of intervention and priorities would be set based on maximum benefits to the sporting community. Consultations were conducted countrywide with pertinent representatives for each District, as BIL comprehensively managed the procurement for the feasibility and design, construction and final completion of all projects delivered. Along with support from the Ministry of Works (MOW) and working with local government representatives as well as community and sporting stakeholders, BIL was able to execute a portfolio of projects to optimize community benefits through sporting and recreational facilities that once were non-existent.
In December of 2015 continuing to successfully fulfill this mandate, BIL embarked on the execution of the largest single GOB building project in Belize: The new Belize Civic Center Arena, now complete and under a Public Private Partnership management contract signed in March 2018. To this end, the GOB through BIL has now significantly upgraded multiple major sporting/multipurpose facilities to the highest standard the country has seen to date under FIBA, FIFA and FIVA requirements, concluding this first mandate.
In late 2015, with the commitment of GOB to embark on innovative infrastructure and service development throughout the entire country of Belize, a formative decision was made to affirm BIL as the GOB’s Public-Private Partnership (PPP) Unit. BIL has since worked to ensure its capacity in collaborative training with the Caribbean Development Bank (CDB), the World Bank (WB) and the Inter-American Development Bank (IDB) to build a country PPP Policy as well as the skillset to manage this advanced methodology of project procurement for the country. These efforts remain ongoing and will advance under the partnership of the Ministry of Investment, Trade, and Commerce through its statutory body of Beltraide, currently mandated to advance both foreign and local investments sector-wide.
Acknowledging that there are different needs for each District, consultations were conducted countrywide with pertinent representatives for each District, as BIL was vastly moving forward to complete its mandate by first, identifying the particular project(s) for its respective Municipality and then, execute the Designing and or Building stages for each. BIL first embarked on Projects within the Cayo District. Along with support from MOW, and working with local government representatives and other stakeholders, BIL was able to determine where and what facilities are most needed to benefit the entire community through sporting and recreational activities.
Within the first quarter of 2014, feasibility studies were on their way for the Projects for the entire Cayo District and by end of the year, the southern Districts as well as Belize District, and for the earlier Projects, tendering for the construction phases were in process. In 2015, as BIL continues to successfully fulfill its mandate, BIL embarked on the execution of the largest single GOB project in Belize: The new Belize City Center Arena and Cultural Complex.
In late 2015, on the heels of GOB’s commitment to embark on continuous successful infrastructure development throughout the entire country of Belize, a formative decision was made to affirm BIL as GOB’s Public-Private Partnership (PPP) Unit. BIL then participated in a series of PPP conferences held in collaboration with the Caribbean Development Bank (CDB), the World Bank (WB) and the Inter-American Development Bank (IDB).
